Special rules for debtors rule 181. It is not evident why the words "The Visiting Justices" are omitted at the beginning of the heading.
"The queues of Chinese prisoners sentenced to penal servitude shall be cut off." In the Straits (rule 68) this is not allowed except under special authority of the Governor. Rule 214 seems severe, but it cannot do harm as the next rule 215 enacts that no prisoner on penal diet will be put to hard labour.
I do not think that rule 215, which allows no more than 5 days continuously on penal diet, is applicable to Chinese and Indian prisoners under rule 214.
